丈（余文樂 飾）是香港深水區的一名放蛇警察，作為底層的警察，丈整日與一個難得見光的世界打交道，這里充斥著暴力、毒品，是社會陰暗的一個角落。要想在這里生存，丈不僅要學會如何做警察，更需要學習黑道的生存法則，漸漸地丈的身份越來越模糊，他生活在黑與白之間的灰色地帶。Lulu（冼色麗 飾）是這一區的妓女，丈與之保持著來往，卻始終沒有將關系向前推進。一次意外，丈誤殺小頭目四眼堂（廖啟智 飾），神秘殺手（樊少皇 飾）是唯一目擊者，為了自保，丈和神秘殺手展開了一場追逐……殺手背后有怎樣的秘密？丈是否能夠逃過此劫？《青苔》為我們展現了社會陰暗處的小人物們如何似青苔一般生存。
